Achieving government service excellence by taking leaders on a leadership development learning journey

The government of a north African country wanted to achieve service excellence and speed up the digital transformation of public sector services to unlock efficiencies. KGC was asked to develop and design a customized learning journey for government leaders. The program was based on the experiences of a GCC-based government that had already achieved service excellence through programs delivered by KCG.

The Challenge
Testing solutions and changing mindsets through leadership development

The GCC government has a strategic partnership with other countries around the world to exchange best practice and expertise in government work. It wanted to support the design of a customized solution for its north African partner. This solution would be focused on developing government leaders to support them to achieve service excellence and accelerate the delivery of services through digital transformation.

GCC government’s strategy was to base the program on recent digitization policies and standards launched in its public sector and focus on developing core leadership skills necessary to change mindsets and accelerate services.

A challenge was in encouraging government leaders to embrace a more agile mindset and build on the skills they already had to drive change.

The Solution
Customizing an already-tested solution

We designed and developed a comprehensive, customized learning journey for our north African client’s leaders. Although there was an existing solution for our GCC government client, every organization is unique, with its own culture and specific learning and development needs. This meant applying our usual rigorous process to understand the client’s objectives, skills gaps and measurement frameworks. There was also the opportunity to learn from the program’s implementation with the GCC government, updating it according to the lessons learned.

We adapted the existing proven program to focus on developing the essential leadership skills required for government, while considering the government’s existing strategy, policies, services and objectives. Designed to be delivered via interactive workshops over a ten-day intensive program, additional modules included service design thinking and government accelerators.

Working closely with stakeholders from both governments, we then incorporated the GCC government’s experiences across government leadership, service design thinking and government accelerators into the program.

The Impact
Achieving service excellence through knowledge sharing
Over 100 government leaders from different government entities in the north African client’s country successfully completed the ten-day program. Every delegate worked on a final project based on the work achieved during the program. They then joined forces with different subject matter experts from various entities within the GCC government to achieve service excellence and digital transformation.

The opportunities for cross-learning were considerable, and all stakeholders benefitted from this process. All projects were presented in front of government leaders in both countries.
